No, GCE qualifications are now linear and decoupled so there is no requirement to be studying A Level Maths in order to take Further Maths.
A Level Maths is, however, assumed knowledge for A Level Further Maths so if you previously studied the legacy unitised A Level Maths or an international equivalent to A Level Maths then you will need to be familiar with the content of the new A Level Maths. Similarly, AS Maths is assumed knowledge for AS Further Maths.
Each qualification is a separate entity and there is no restriction on sitting Maths and Further Maths with different awarding organisations.
