A Level Classical Civilisation: Is secondary/modern scholarship required in 20 mark questions?

It is only the 30-mark question where secondary/modern scholarship is required.  It is not required in the 20-mark questions nor is it something that we would want to actively encourage. However, if a student brings some relevant points from a scholar or school of thought that it relevant to the question, it will be given due credit.
