There are no plans to change the withdrawal timetable.
Are there any other providers of CPC?
Yes, there are three other providers of CPC:

City & Guilds and the Chartered Institute for Logistics and Transport (CILT) offer CPC for Transport Managers (Level 3) Road Haulage

CILT also offers CPC for Transport Managers (Level 3) Passenger Transport.

Skills and Education Group Awards are pleased to be able to offer the Road Haulage and Passenger Transport CPC qualifications from April 2021. The new qualifications will be closely aligned to the OCR format and they have committed to updating the content of the CPC qualifications prior to launch, to ensure that they take into account the latest Brexit legislation.
As a national awarding organisation, Skills and Education Group Awards work across 14 sectors and support the training needs of over 500 Centres. They are also pleased to be a trusted partner of the automotive industry and have a strong working relationship with the DVSA, and have for the last five years, provided the MOT Tester and Manager qualifications and the MOT Annual Assessment.
They have published a page on their website to provide information and updates in relation to their CPC qualification development and offer, including prices for existing OCR centres to gain centre approval and begin registering candidates from April 2021 onwards.
